- Who should complete this: practitioners who perform, supervise, or train tactical / military SATCOM work — operators, maintainers, terminal technicians, RF/network engineers, and instructors.
- Reference role (rate against this): a field operator / maintainer performing terminal setup, link establishment and maintenance, field troubleshooting, security and access procedures, and mobile / SOTM / SOTP operations.
- Rate each task on three independent scales — Criticality, Frequency, and Difficulty (defined below). Judge the task as performed on the job, not how it is taught or tested.
